Mormugao Port Leads Goa’s Maritime Vision at India Maritime Week 2025

With a dynamic showcase of its maritime prowess and visionary leadership in sustainable coastal development, Mormugao Port Authority (MPA) made waves at ‘India Maritime Week 2025’ organized by the Ministry of Ports, Shipping, and Waterways, Government of India at NESCO Exhibition Center, Mumbai, from 27 to 31 October, 2025.
MPA led the Goa State session, signed 16 Memorandum of Understanding (MoUs), and showcased its maritime might with interactive exhibition stall at the world’s largest maritime event held.
The port hosted the ‘Goa State Session’ at inaugural day of IMW 2025 on 27 October, under the theme “Blue Meets Green: Goa’s Model for Sustainable Maritime Development.”
The session spotlighted Goa’s commitment to balancing economic growth with ecological preservation, positioning the state as a national leader in sustainable maritime innovation. The session was graced by Dr. Pramod Sawant, Chief Minister of Goa, Digambar Kamat, Minister for Captain of Ports, PWD & Legal Metrology, and Subhash Phal Dessai, Minister for Social Welfare, River Navigation, Empowerment of Persons with Disabilities & Drinking Water, Goa.
In his address, Dr. Pramod Sawant emphasized Goa’s alignment with national maritime goals under Maritime India Vision 2030, Sagarmala, Harit Nauka, and Atmanirbhar Bharat 2047. He said that “India’s Maritime Week showcases the nation’s bold strides in marine infrastructure and innovation. Goa is aligning its maritime ambitions with the national goal of making India a global maritime leader and achieving Viksit Bharat by 2047.”
He also apprised the gathering of development activities underway and future plans, including allocation of funds by Inland Waterways Authority of India for Goa’s National Waterways, Goa Shipbuilding Vision Document 2037; Initiation of Strategic partnership between Goa Shipyard Ltd and IIT Hyderabad to integrate AI and digital twin technology; plans to boost Cruise tourism, new terminals at Mormugao and Panaji Ports; Development of permanent coastal jetties and floating jetties; Feasibility studies for water taxis, interstate ferries, and submarine tourism; Promotion of green fuels and retrofitting of vessels; and other development activities to position Goa as a green, smart, export-driven maritime hub.
Digambar Kamat, Minister for Captain of Ports, Public Works Department & Legal Metrology, Government of Goa, emphasized that IMW 2025 is not merely an event but a global platform where Goa’s maritime prowess is set to take center stage.
He highlighted that under the visionary leadership of Chief Minister Dr. Pramod Sawant, the state is aligning its efforts with the Prime Minister’s vision of Viksit Bharat. Kamat reiterated the government’s commitment to positioning Goa as a leading state in shipbuilding and transforming it into a vibrant maritime hub. He noted that this aspiration is shared across departments and stakeholders, who are being brought together to turn this collective dream into reality.
Subhash Phal Dessai, Minister for Social Welfare, River Navigation, Empowerment of Persons with Disabilities, and Drinking Water, Government of Goa, reflected on the historical and developmental significance of Goa’s rivers.
He pointed out that these rivers have sustained generations and continue to serve as vital arteries for regional connectivity, sustainability, and economic growth. Dessai stated that the government is actively working to harness the potential of these waterways for transformative development and community prosperity. He further mentioned that the Mumbai–Goa Ro-Ro Water Taxi initiative is under active consideration and reaffirmed the administration’s dedication to inclusive progress, particularly in empowering persons with disabilities.
Dr. N. Vinodkumar, IPoS, Chairperson of the Mormugao Port Authority (MPA), spoke about the vast potential of the Blue Economy and the importance of unlocking it through sustainable practices. He described Mormugao Port as the golden gateway to Goa and its hinterland, and outlined the port’s commitment to green initiatives that support global trade.
Dr. Vinodkumar highlighted several pioneering efforts, including the construction of India’s first-ever Curve Bridge, the installation of covered domes for dust control, and the expansion of solar power capacity from 3 MW to 6 MW.

All dignitaries shared their thoughts at the session, underscoring the state’s strategic commitment to maritime excellence, sustainable development, and inclusive growth.
MPA signed three MoUs during the Goa Session pertaining to the LNG facility worth Rs. 3,500 Cr; Small and medium Craft Harbour worth Rs. 25 Cr; and Design, Supply, Installation, & Commissioning of 2MW Solar Power Plant at the Port worth Rs. 0.7 Cr.
Goa session also featured the Launch of ‘Goa Maritime & Waterways infrastructure Development Vision Document’ by Goa Chief Minister Dr. Pramod Sawant alongside an exchange of MoU for Development of Waterways between inland Waterways Authority of India and Captain of Ports, Government of Goa.
During the main ‘MoU Session’, MPA signed 13 transformative MoUs related to LNG Facility, Craft Harbour, Solar Plant (PMC), Inland Waterways Dev., Vasco Bay Infra, Road Over Bridge, Berth Redvelopment, Channel Deepening, Port Railway Maintenance, LNG Terminal Studies, Betul Bay Studies, Locomotive, LPG Facility, Pilot Launch Hire, and Harbour Tug Hire, with key partners.
MPA showcased its modernization journey, cargo handling capabilities, cruise terminal development, and sustainability initiatives at a dedicated pavilion within the IMW-2025 venue. MPA’s Immersive exhibition stall, equipped with LED panels, interactive screens, audio-visuals, and virtual reality experiences, brought the port’s facilities, services, and future plans to fore. Goa’s evolving maritime infrastructure was also prominently featured at the stall, reinforcing State’s role in national maritime growth. MPA pavilion witnessed tremendous footfall, engaging students, industry experts, Business delegates. Stakeholders, Investors, and the general public.
