Mumbai Port Authority (MbPA), under the Ministry of Ports, Shipping and Waterways, Government of India, held discussions with the Urban Renaissance Agency (UR), Government of Japan, on 17 June 2026 to explore potential collaboration in MbPA’s Vision 2047 Master Plan and future waterfront development initiatives.
The Urban Renaissance Agency is a leading Japanese institution specializing in urban regeneration, waterfront development, and integrated city planning. The meeting was attended by Dr. M. Angamuthu, IAS, Chairperson, Mumbai Port Authority, and Takehiro Umezu, Director General, Urban Renaissance Agency, Japan, along with senior officials from both organizations.
During the discussions, UR expressed keen interest in supporting MbPA’s long-term development vision, particularly in the areas of waterfront redevelopment, port-city integration, urban design, mobility planning, and sustainable development of port-linked areas.
The meeting reviewed several key development initiatives being undertaken by MbPA, including the proposed Maharashtra Shipbuilding Cluster being developed jointly by the Government of Maharashtra and MbPA, marina and waterfront development, the proposed international convention centre, creation of public recreational spaces along the seafront, and future water-based transportation systems such as water taxis and water buses aimed at reducing road congestion and improving urban mobility.
The Japanese delegation shared insights from several landmark urban redevelopment projects in Japan, including Yokohama Minato Mirai 21, Umekita Osaka, and Sannomiya Kobe, highlighting successful models of waterfront transformation, transit-oriented development, public realm enhancement, and integrated urban infrastructure planning.
Speaking on the occasion, Dr. M. Angamuthu said: “Mumbai Port Authority is pursuing a long-term development vision that integrates port operations, waterfront revitalization, public spaces, mobility, and sustainable urban growth. Japan’s experience in planned urban redevelopment and waterfront transformation offers valuable insights. Such exchanges help us evaluate global best practices that can enhance port efficiency, improve public access to waterfronts, and contribute to Mumbai’s future development.”
The discussions also covered future mobility integration within MbPA areas, including the potential integration of four proposed Metro Line 11 stations in and around Sewri. UR further expressed interest in serving as a knowledge and design-planning partner, with potential collaboration involving the Japan International Cooperation Agency (JICA) for planning and infrastructure development.
As part of the engagement, the Urban Renaissance Agency invited MbPA officials to visit Japan to study urban redevelopment, waterfront planning, and design-led regeneration projects implemented by UR.
The meeting concluded with an exchange of mementos and reaffirmation of mutual interest in continued dialogue and knowledge sharing. The interaction marks an important step towards exploring international best practices for the integrated development of Mumbai’s port waterfront, enhancing urban connectivity, and advancing MbPA’s Vision 2047 objectives.
